the government listens to the opposition at least

By engaging, Wednesday, October 19, the responsibility of her government on the first part of the 2023 finance bill, Prime Minister Élisabeth Borne assured that the text presented “is not the decal of the project that was initially submitted to you », but that he had been “nourished, supplemented, amended, even corrected, following the debates of recent days, in committee and in the hemicycle”.

In fact, more than a hundred amendments were accepted, even if more than half of them were additions proposed by Renaissance MPs, to which are added twenty-three government amendments .

Among the most visible elements include the temporary solidarity contribution requested from energy companies or the increase of 320 million euros in the overall operating grant for local authorities.

Additional cost of 700 million euros

Bercy also draws attention to the increase from €2,300 to €3,500 in the ceiling for the tax credit for young children, the increase from €38,000 to €45,000 in the profit ceiling for the reduced rate of tax on SME companies.

Modem and Horizons amendments are also included, but not the one on “super dividends” that the Modem had managed to pass, nor the one proposed by the Renaissance chairman of the Sustainable Development Committee, Jean-Marc Zulesi, planning to overtax fuel private jets.

“We entered this discussion with three objectives: to maintain the 5% public deficit in 2023, to maintain a supply policy favorable to companies, and to guarantee fiscal stability.said the Minister of the Economy Bruno Le Maire to AFP. We are emerging from this debate with a budget that meets these objectives. This is why we cannot take up all the amendments voted for a total amount of 8 billion euros, nor the hundreds of amendments tabled which created new taxes, fees or taxes..

Finally, the additional cost of the amendments retained should only be around 700 million euros according to Bercy.

“Useful and coherent” measures

Some, however, come from the opposition side: to legalize the use of used frying oil as fuel, on the environmental side, or to allow greater transparency in the tax credit for the employment of an employee at home whose beneficiary will have to inform about the activities carried out: a subject dear to the socialist Christine Pires Beaune.

Among the Republicans, the increase from €11.84 to €13 in the face value of restaurant tickets was also retained, as was the additional tax half-share for all widows and widowers of veterans, “regardless of the age of death of their husband”.

The government will even have retained a communist amendment on the extension until 2029 of tax assistance for overseas investments, hoping to attract the goodwill of overseas deputies.

“I hope that the oppositions are not looking for amendments to be retained as trophies, but rather as conquests for the French and the general interest.judges the Minister of Public Accounts Gabriel Attal. So what we looked at was obviously not the political label, but above all the measures that were proposed so that they would be useful and consistent with the line we are defending, which is to promote work and to be responsible with public finances. »
